Big changes in Belgian Premium Rate Numbers

A new royal decree of April 27^th 2007 on the Belgian numbering plan introduces mandatory changes to the existing rules on “Teleservices” (Premium Rate Services or PRS). Most of these rules enter into force on April 1^st, 2008.

Telequest is pleased to confirm to you that we will be able to offer you all the relevant prefixes to allow you to continue to offer your services on the Belgian market.

I. Discontinuance of certain prefixes

- 077 prefix: To be discontinued completely as from April 1^st 2008 and migrated to new 0906/0907 ranges.

- 0903 prefix: Adult services will not be allowed and will have to be migrated to new 0906/0907 ranges as from April 1^st, 2008.

II. Prefixes and tariffs

New prefixes: 0904, 0906 and 0907

All indicated tariffs are maximum tariffs. Various tariff levels within a given prefix are possible, so you’ll be able to choose the most appropriate tariff in function of your service.

The royal decree creates a distinction between the maximum retail tariffs in accordance with the origin of the calls: fixed network (fix) or mobile network (mob).

III. Main new obligations

- Maximum duration:

For all 090X numbers charged per minute, the service provider has to automatically stop the call to its 090X numbers after 10 minutes (starting from April 1^st, 2008).

As was the case before with the 30 minutes maximum duration it is your responsibility as Service Provider to ensure that all calls to 090X services are automatically suspended after 10 minutes. This obligation to suspend after 10 minutes is not applicable for 070 numbers.

- Free tariff announcement:

Enduser must be informed at no charge of the pricing:

§ for all 090x numbers: if tariff is above 1€/call or 1€/min (starting from April 1^st, 2008)

§ for  070 numbers: if tariff is above 0,30 €/min (for fix) or 0,60 €/min (for mobile) (starting from September 1^st, 2007)

Telequest will set up its 090X services so that this compulsory free tariff announcement is implemented for you. We draw your attention to the fact that the performance of dialup services could be impacted by this free tariff announcement.

- Migration announcement:

The end-user must be informed at no charge of the discontinuance of the numbers with 077 prefix and of certain 0903 numbers.

Telequest will set up these free migration announcements for you. In addition Telequest´s announcement will provide information related to the corresponding new number.

IV. Some recommendations

We recommend that you start to announce your service’s new numbers to your users as soon as your new numbers have been confirmed by Telequest as the migration will occur in the night of March 31^st, 2008 without any transition period.

We also remind to you that starting from April 1^st the new prefixes 0906 and 0907 will be the only ones that can be used for any service specifically intended for adults (with an erotic, sexual connotation or content for adults) and that it will be absolutely prohibited to continue to use the old prefixes 077 and 0903 for this purpose.

Important: In order for the migration to occur in the best possible way, we inform you that it will not be possible any more to activate new PRS numbers between 18/03 and 02/04 included.
